A brief for departments
of insurance.
For state departments of insurance and NAIC innovation programs interested in how insurance data is held and shared.
What the Trust is
A voluntary, public pledge for organizations that handle insurance data, and a set of shared tools to keep it: consent receipts, an access log the data owner can see, and an anonymous industry data pool. The pledge is live now. The tools are launching with Voyager.
Why it may be useful to you
Visibility. An access log anchored on InsureBio gives a record of who used data and when, which cannot be quietly altered.
Consent you can check. Consent receipts give insureds something concrete to point to when a question arises.
Aggregate insight without personal data. The anonymous pool is designed to answer market-level questions without exposing any individual or any single company's book.
Simpler oversight from the same record
The Trust is built so that oversight can work from the same verified record the market uses.
Read the record, not copies of it. Examiners and market-conduct teams can read the verified record directly, instead of requesting, collecting and reconciling copies.
Every access is logged. It is clear who saw what, and why.
Quantified, not sampled. Rate adequacy, loss trends and availability gaps can be reported from aggregates that clear privacy thresholds, rather than from samples.
Custody, not authority. The platform's role is custody and transparency. It does not judge disputes or replace regulatory authority.
A regulator program
We would like to pilot this with departments through NAIC and state innovation programs. The program is being designed now, and we would value the input of departments that want to shape it.
Get in touch
Use the pledge form and choose Regulator as your organization type. A signature from a department is not required: the form is simply the way to reach us, and we will follow up directly.
